Jennifer Schoeneck

If you've ever driven past city hall and thought, "I have no idea what actually happens in there" — I want you to know that's not a personal failure. It's a gap that our education system leaves in nearly everyone. We learned about the Constitution and the branches of the federal government, and then... that was mostly it. Local government — the people who fix your potholes, zone the land your neighborhood sits on, and decide where the new park goes — barely got a mention.

But here's what I've come to believe deeply: local government is where democracy is most real, most accessible, and most open to ordinary people like you and me. The mayor of your town is not some distant figure. Your city council members often shop at the same grocery store you do. The decisions made in those meetings affect your commute, your water bill, your kids' parks, and the look of your street. And unlike federal politics, you can genuinely walk into the room.

The problem is that nobody ever hands you the map. Nobody explains the difference between a mayor-council city and a council-manager city, or why your town is called a "village" while the next one over is a "city," or what a municipal charter actually is. So people feel left out — not because they aren't smart enough, but because they were never given the right information in plain language.

That's what this course is. It's the map I wish someone had handed me earlier. We'll start from the very beginning — what local government is, how a community legally becomes a city, who runs it, and what all those departments and services actually do. We'll talk honestly about the difference between government operations and politics, so you can stay informed without feeling like you're being pulled in one direction or another. And then we'll get practical: I'll show you how to find your city's public information online, how a council meeting actually flows from start to finish, and how to make your voice heard in a way that's confident and effective.

You don't need to be an activist or a policy wonk. You just need to be curious about the place you live. Come as you are, and I'll take it from there. I'm so glad you're here.
